If that was implemented, then collections could be converted to favorited tags, removing the distinction between tags and collections.

Yes, this would be awesome.
I use tags as opposed to folders because a given bookmark can only exist in a single folder, but can have multiple tags. I basically use tags as more flexible folders.
However, there are certain tags that I would like to have at the top of the left-hand menu for quick access so I don't have to scroll through my ridiculously long list of tags.

This would be great - a quick way to put certain tags in the sidebar. Far more useful than collections, as a bookmark can only be in one collection at a time - but multiple tags can be applied to a bookmark.
When I’m working on a project, I want to be able to see all the relevant bookmarks quickly. Having a given tag in the sidebar enables this. Bookmarks are often relevant to multiple projects, and tags work perfectly for this use case. Collections do not.
In addition, removing collections also removes those bookmarks.
The ability to add and remove tags in the sidebar provides a far more robust and flexible UX than collections.
Collections, when viwed conceptually, are effectively a less functional subset of tag functionality. I vote to allow ‘favouriting’ of tags, and to remove collections completely.
