IMHO. I would prefer this feature to be implemented as bookmarks share on a tag basis with hierarchical tag support.
This reminds me of the folder first vs tag first storage approach in Evernote. A bookmark can be treated as an asset stored in a bare minimum amount of folders and tags, being its live status or categories in many forms. Tag, in this case, is the main trigger for data finding relative to the folder. Ex. We can tag a bookmark of bicycle planned for future summer camp as #bicycle_collection, #stuff_to_buy, #summer_camp_plan, #action_urgent, #kids_birthday_gift_idea all share to different people. The tag as asset status could easily come in go in time if needed vs the folder storage approach. And the bookmark should remain as a single asset entry in the entire system for easy management in principle.
Although bookmark pinning could work for the above. However, the mutually exclusive folder storage fashion seems not in favor of this. How to manage a large amount of bookmark cross pining to multiple collections is in question when someone’s usage reaches to a certain level of complexity.

This! I would love to be able to have general, topical collections that I can later gather projects from into project-focused collections without removing them from the original collections.

100% this is crucial to my flow. It would reduce the cognitive load of questioning if its my folder structure vs tag structure that feels limiting... better yet.... if I make an update to the tags on a post that is "saved" to multiple collections, I'd like the edit to apply to all instances of that page.
For example, if i saved a recipe in a collection for work potlucks AND also in a collection for home recipes... and later adjusted the tag for one of them to include #tasty.... i'd like it to apply to both instances whether or not I even remembered if there were duplicates.

We definitely need this. The way I save bookmarks, I simply have some saved in multiple places. This was marked as planned over a year ago - is it still in the works? It is keeping me from using the app.

I am managing a knowlege base related to my subjects and multiple projects. In such cases, we can use tags for filter out project + context specific resources. But what if I want to share the set of articles, as a curated list? I must create a collection first.
That way, my original collection structure will be affected. For example, I may use collections as a way to sort if I had processed/ reviewed the piece of resource.
I think this can tackled by A) allowing sharing search results instantly as a curated list and B) allowing saving search results as a 'smart collection' which can be renamed shared. The latter shall be a more all-rounded solution. On implementation, that should be an UI update for https://app.raindrop.io/my/0/[search results], and view-model/ model update on https://raindrop.io/[username]/[public_page_id]

Arthur C.: yes, in general, this feature can be achieved by creating collections marked as "shared" or "don't count duplicates" and then the duplicate finder knows not to count any bookmarks within this folder as duplicates.
Sharing lists based on search filters would also be a great feature!

spirit: Is marking collections "don't count duplicates" a current feature? That would be really handy, but I don't see it when selecting the three dot menu on a collection.

Cas B: No, it is not. I recommended it as the easiest way to achieve the aim of this feature. Though there are other ways to build this feature out as well...
